Intelligence Disclosure Officer FIB Grade E (£26,208 - £30,951) OCC Speke Closing date: Friday 17rd July 2020 FTC - 12 Months Intelligence Disclosure Officer FIB Grade E (£26,208 - £30,951) OCC Speke Closing date: Friday 17rd July 2020 FTC - 12 Months Please note: MV & SC vetting is required for this role Overview The Intelligence Disclosure Unit is a new unit responsible for providing management guidance, support and advice and evidence in court in relation to complex and confidential intelligence disclosure ensuring that Merseyside Police discharges there legal responsibilities under relevant criminal and civil legislation. Key Responsibilities
Present intelligence disclosure evidence at criminal, civil and family court hearings. Represent the Force in a confident manner within a pressured court environment, when being cross examined.
Provide up to date and ongoing subject matter expertise on Intelligence disclosure policies and procedures to all individuals, regardless of their position or rank to deliver the highest quality of investigations and ensuring compliance with the Criminal Procedures Investigations Act (CPIA)
Produce, prepare and present 'Public Interest Immunity (PII) hearing documents in conjunction with Senior Prosecution Counsel to Senior Investigating Officers, Crown Prosecution Service and 'leading' Counsel in order to allow these critical applications to be presented by Senior Officers at Court Hearings whilst upholding CPIA principles and ensuring ECHR compliance in this complex field.
Provide advice, guidance at the point of need in relation to Intelligence disclosure to Investigating officers and to reveal sensitive intelligence to the Crown Prosecution Service (CPS) regarding source related intelligence matters, to ensure the highest professional and ethical standards are maintained in compliance with the Codes of Practice, ensuring the safety of the source at all times.
Produce, prepare and deliver sensitive intelligence schedules to Senior Crown Prosecution Service and Counsel Representatives in line with strict CPIA guidelines.
Attend case conferences to provide support and advice to any department involved in criminal prosecutions and/or civil court proceedings on matters relating to confidential or complex intelligence disclosure.
Provide support and guidance to partners and customers in relation to obligations under CPIA.
Manage CHIS related intelligence and produce disclosure documents to CPS heads of department and Prosecution Counsel ensuring compliance with CPIA and safety of Source through ECHR.
Provide guidance to customers in relation to relevancy of ACL restricted intelligence and manage the sensitive material ensuring integrity of the data.
Be accountable for all Health and Safety issues, including risk assessment, pertaining to the post holder's area of responsibility in order to fulfil the statutory obligations of the Health and Safety at Work Act 1974.
Undertake all responsibilities relating to information management, data quality and information sharing, intelligence and information security to ensure accordance with the Authorised Professional Practice (APP) on Information Management, issued by the College of Policing, including the Home Office Code of Practice on the Management of Police Information (MoPI).
