Job Description

Some of your responsibilities will include:

Working closely with policy colleagues, senior officials and industry experts to identify areas where policy intervention is required, scoping out required analysis and developing evidence for business cases for the Spending Review and helping the delivery of policy commitments to ensure a competitive telecoms market that maximises investment, innovation, quality of service, consumer choice and value for money.

Ensuring that the evidence is in line with HMT’s Green Book guidance, building relationships with key policy colleagues and analysts, identifying and clearly communicating complex issues, limitations, and effectively implementing agreed solutions.

Working with a range of internal and external partners including Industry, Ofcom, contractors and consultants to develop and deliver DI research and evaluation projects, using your knowledge to make judgement on high profile complex policy issues.

Mentoring and line-managing assistant economists and junior analysts and contributing to analysis across DCMS through peer review and shared best practice.

The successful candidate will be based in the 5GTT team with opportunity to work across fixed and mobile telecoms infrastructure. The Directorate’s Economists resources are pooled - so on occasion, you may be assigned work from other areas of the Directorate. New opportunities to move roles are common as policy and priorities evolve and respond to market and political developments constantly.
Responsibilities This is a high profile analytical role, involving close collaboration with senior policy makers within DCMS and across Whitehall. The successful candidate will report to the Head of Economics and needs to have the drive, energy and interpersonal skills to work in high-performing teams producing robust analysis to support multiple decision makers within tight deadlines.

Your application should demonstrate your skills and experience against the following criteria:

Analysis of data: Strong analytical experience including a track record in the practical application of economic analysis, with breadth and depth of economics experience (essential). Experience of policy oriented analysis is desirable.

Making effective decisions: a proven ability to independently lead the delivery of multifaceted analysis of policy projects, with the ability to think strategically and delivery of complex analysis undertaken by external contractors or external partners.

Communicating and influencing: Strong communication and collaboration skills and experience, working effectively within and across complex teams concurrently on a range of complex high profile projects, and confidently engaging and influencing senior management and external stakeholders in writing and verbally. Delivering at pace: Ability to deliver high impact complex analysis to tight deadlines, focusing on what matters most to inform decisions. Ability to use forward planning and good judgment to identify risks and issues and make trade-offs to address them.

Qualification: a degree in Economics (essential). Knowledge of IO, economic appraisal, cost benefit analysis or business case development are desirable. Behaviours
